"Admission conditions" refers to graphite as: crystalline graphite (also known as flake graphite), microcrystalline graphite (also known as cryptocrystalline graphite, earthy graphite) mineral processing products, and high-purity graphite, expandable graphite, flexible graphite And other processed products.

With regard to construction conditions and production layout, the “Entry Conditions” stipulates that the new and reconstructed expansion graphite projects must comply with national industrial policies, local industrial development plans, overall land use planning and other regulations, and plan resources such as resources, energy, environment, safety, and markets. Reasonable layout.

During the “Twelfth Five-Year Plan” period, based on domestic demand, strict control over increments, focusing on optimizing stocks, vigorously adjusting the structure, promoting mergers and acquisitions, and increasing industrial concentration. New and reconstructed ore expansion projects (except for tailings comprehensive utilization projects) must adhere to equal or reduced replacement principles and be linked to the elimination of backward production capacity. Encourage the construction of graphite industrial agglomeration areas in resource-rich regions and industrial advantage areas to speed up the development of graphite processing products.

It is forbidden in the areas of scenic spots, ecological protection zones, natural and cultural heritage reserves, drinking water source protection zones, urban built-up areas, and urban non-industrial planning zones, within 1 km outside the boundary of the urban planning zone, and as stipulated by the state and local governments. New and expanded graphite projects within the scope of environmental protection and safety protection.

With respect to production scale, technology and equipment, the “Entry Conditions” is clear. New and reconstructed flake graphite ore beneficiation projects will be constructed with a design size of no less than 20,000 tons/year and a single-line scale of no less than 5,000 tons/year. The newly-built and reconstructed expansion microcrystalline graphite beneficiation project has a design scale of no less than 150,000 tons/year, a single-line scale of no less than 30,000 tons/year, and a beneficiation recovery rate of no less than 85%. The newly-built and expanded high-purity graphite project adopts an advanced energy-saving and environmentally-friendly process route with a scale of not less than 5,000 tons/year and a finished product ratio of not less than 85%. Newly built and expanded expansion graphite project, using electrolytic oxidation process or strong acid impregnation process route, the scale of not less than 5,000 tons / year, the finished product rate of not less than 95%. The newly-built and expanded flexible graphite project uses continuous expansion and calendering processes and equipment. The equipment width is not less than 1000 mm, the scale is not less than 1,000 tons/year, and the finished product ratio is not less than 90%. If the ore processing recovery rate or finished product rate of the current graphite project does not meet the above requirements, it shall be achieved through technical transformation before the end of 2014.

In addition, the “Entry Conditions” stipulates that the newly built and expanded graphite project will strictly implement the environmental impact assessment system and the “three simultaneous” system, control the total amount of pollutants, and strictly prohibit excessive discharge. The tailings yard of the new graphite project should meet the requirements of environmental protection, one-time dam construction and supporting online monitoring devices. The project of reconstructing and expanding graphite shall be regulated in accordance with the provisions of the original tailings warehouse, formulate tailings pollution prevention and control plan.
