And please attend the 2015 Plastics Processing Industry Technology Application Forum comrades to provide comments.

I. Review of work in 2014

2014 is an important key year for the implementation of the “12th Five-Year” development plan for the plastics processing industry. With the healthy and orderly development of the national economy, the development of the plastics processing industry and the development of the entire national economy are in sync. Facing the complicated and ever-changing international environment and the arduous and arduous domestic reform and development and stability tasks, the development of the plastics processing industry, in accordance with the spirit of the Central Economic Work Conference, grasped the general trend of development, adhered to steady progress, and achieved sustained and steady economic and social development. In 2014, the growth rate of the plastics processing industry was relatively low. Although the growth rate slowed down, the development potential of the whole industry appeared, and the pace of transformation and upgrading accelerated. Compared with other traditional industries, it maintained an appropriate and reasonable growth rate.

Basic situation of plastic products industry in 2014

According to the statistics of the National Bureau of Statistics, in 2014, the output of plastic products of 7257 enterprises was 73.877 million tons, a year-on-year increase of 7.44%. In 2014, there were 14,062 enterprises of plastic products above scale in China, and the accumulated main business income was 2.04 trillion yuan. The year-on-year increase was 8.92%. The accumulated profits and taxes totaled 177.309 billion yuan, a year-on-year increase of 5.11%, of which: the total profit was 118.286 billion yuan, an increase of 4.24%.

According to the statistics of the General Administration of Customs, the export volume of plastic products in the country in 2014 was 16.0753 million tons, an increase of 6.42% over the same period of the previous year; the export value was 60.434 billion US dollars, an increase of 6.09% over the same period of the previous year. The growth rate of exports has dropped significantly. In 2014, the export volume of plastic products accounted for 21.76% of the total output of plastic products in the same period.

In the past year, we have mainly done the following work:

(1) The 4th Executive Council of China Plastics Processing Industry Association and the Plastics Processing Industry Technology Application Forum were held on April 22, 2014 at Shanghai Zhongyou Sunshine Hotel.

The conference commended 57 technological innovation enterprises in plastic processing industry in 2011, 30 outstanding scientific and technological achievements, 57 advanced scientific and technological workers, and advanced enterprises with high performance in plastic processing industry in 2012-2013, and obtained “light industrial superior brand products”. The “light industry brand cultivation management system” advanced enterprise, and issued certificates to the commended enterprises and individuals. Announced the list of China's plastics industry credit rating companies in 2013 and held a licensing ceremony. Six well-known experts from domestic and foreign industries such as Qiao Jinliang and Yan Xigao made special reports at the forum.

(2) Hosting China Plastics Exhibition for the first time

After the opening of the fourth session of the Sixth Council, the Association decided to hold the “2014 China International Plastics New Materials, New Technologies, New Equipment and New Products Exhibition” for the first time in December 2014. The exhibition focused on the achievements and development of new materials, new technologies, new equipment and new products in the plastics industry at home and abroad at the present stage, strengthened international cooperation and exchanges, improved the cohesiveness of the industry, and expanded the reputation of China Plastics Association at home and abroad. Influence. In the same period, the 2014 China Plastics Exhibition also arranged 17 comprehensive plastic forums, technical exchanges, symposiums, and new product launches. It achieved good response and was well received by the participating companies and exhibitors.

(3) Build a technology service platform to promote technological progress and industry transformation and upgrading

1. Study the status quo of science and technology development in the industry and write an industry research report

In conjunction with the China National Light Industry Council, the survey report on the establishment of plastics industry enterprises in Africa was completed (February 2014). According to the status quo and development direction of the plastics processing industry, the report "Development of key common technologies in the plastics processing industry" was written, and the recommendations for key industrialization of the industry by 2020 were proposed. Completed part of the plastics processing industry report of the "Industrial Strong Base Strategy Research" project of the Chinese Academy of Engineering, "Key Research on Light Industry Basic Capacity Improvement". Organized the plastics industry part of the "Research Report on Key Breakthrough Directions of Key Projects in Light Industry Key Industries", and proposed the "four basics" of fully biodegradable mulch film, super large diameter steel belt reinforced polyethylene spiral corrugated pipe, water-based ecological polyurethane synthetic leather and other industries. Key breakthrough direction. Organize the preparation of the “13th Five-Year Development Planning Guidance for Plastics Processing Industry” and the “13th Five-Year Technical Progress Guidance Opinion”.

The organization of composite film, synthetic leather special committee to provide environmental protection "leaders" materials, in line with the national implementation of air pollution prevention action plan, governance, reduce VOC emissions in production.

2. Organizing seminars to carry out special topics and special studies

In response to the overcapacity of domestic PVC resin and the production and operation status of PVC cling film, the “PVC cling film – innovation and development technology seminar” was held. In September, a seminar on the replacement of PVC lead salt stabilizers in the industry was organized in Beijing by the Secretary-General of the special committees such as additives, pipes, profiles, artificial leather and PVC sheets.

Tissue degradation, the Agricultural Membrane Special Committee and the National Agricultural Technology Extension Service Center and the China Agricultural Plastics Application Technology Society jointly organized the “Agricultural Biodegradable Plastic Film Farmland Application Test” to promote biodegradable plastic film research and industrialization, and fully biodegradable in China. The research and development of mulch materials have made efforts for the national control of white pollution and agricultural film residues, and organized the “2013 Summary Conference on Controllable Biodegradable Plastic Film Field Application Trials”; actively reported the situation to the government departments and proposed The opinion is to obtain financial support for the research and industrialization of biodegradable mulch film.

To undertake the research and formulation of the "Technical Specifications for Risk Monitoring and Safety Supervision and Management of Food-related Products" of the General Administration of Quality Supervision, Inspection and Quarantine.

Establish an industry science and technology advisory committee to discuss the revision of the plastic part of the "Guidelines for Strategic Emerging Industries Key Products and Services."

3. Organize the declaration and management of industrial science and technology projects

The organization recommended qualified units to declare the light industry and the national SME public service platform. Dalian Plastics Research Institute and Kangping County Plastic Industry Cluster Integrated Service Center were approved as “Small Industry SME Public Service Demonstration Platform”, Huatengxin Materials Co., Ltd. won the “National SME Public Service Demonstration Platform”.

Organization of supercritical CO2 micro-foamed product production technology, accurate measurement in production, continuous stable mixing and workshop dust control system technology, PVC product stabilizer lead-free replacement technology application and promotion, polymer material micro-nano multi-layer composite production technology Development and application projects, as well as ultra-high-strength low-pressure polyethylene film, boat, car shell, large-scale multi-layer composite rotomolding product development and industrialization technology, water-based polyurethane synthetic leather technology and other projects are reported to the Ministry of Industry and Information Technology and Development and Reform Commission.

Organized the industry to declare 11 projects of the National Development and Reform Commission and the Ministry of Industry and Information Technology. The compound membrane industry's high-efficiency purification treatment of organic waste gas, high-performance waste plastics, recycling of waste plastics, and technological innovation projects for environmentally-friendly plastic additives were selected into the national technical reform plan for 2015.

4. Collect opinions from member units, make suggestions and suggestions to the government, and safeguard the interests of the industry.

In response to the Ministry of Commerce's Letter on Soliciting Opinions on the Regulation of the Prohibition of Processing Trade, the State Council put forward opinions on the import and export of some scrap plastic scraps and scraps into the prohibited categories of processing trade and reported relevant opinions to the Environmental Protection Department of the National Development and Reform Commission.

The Ministry of Industry and Information Technology submitted to the Ministry of Industry and Information Technology for the advice of the industry to propose tariff adjustments for 2015. It is recommended that the taxation items for plastic-wood composite materials and co-extruded barrier films/bags be added. The import tariff rate for primary shape styrene-acrylonitrile copolymer is lowered from 12% to 8 %.

Soliciting opinions from the industry, the China-Korea Free Trade Zone negotiated a list of plastic exception products and applicable zero-tariff products.

5, organize member units to apply for multiple rewards

The organization recommended the enterprise to declare the 16th China Patent Award of the State Intellectual Property Office, and 4 enterprises declared it. The final 2 patents won the China Patent Excellence Award.

Organize and recommend plastic industry enterprises to declare the 2014 China Light Industry Federation Science and Technology Award, review, modify and declare the application materials of 21 enterprises, and finally obtain 1 second prize, 2 third-class technology invention awards, 6 second-class invention awards Awards, 6 third-class scientific and technological progress awards.

Organized the industry to declare the country's first "Outstanding Engineer Award", and the technical director of Huang Xuebo, the blonde technology company recommended by our association, was encouraged.

Organize and recommend enterprises to declare the first China Light Industry Excellent Design Award, and 7 companies are qualified and submitted to the China Light Industry Federation.

Responsible for the collection and material arrangement of the “2011-2013 Plastics Processing Industry Innovative Enterprises, Excellent Scientific and Technological Achievements and Advanced Science and Technology Workers” awards, and 59 innovative enterprises and 30 outstanding scientific and technological achievements (5 first prizes) There are 10 second prizes and 15 third prizes, 57 advanced science and technology workers, and they are commended by the 4th Council of the 6th.

6. Implement the relevant work of the industry standard year and do a good job in industry standardization management

Help companies and committees address the standard aspects encountered, including:

1 The organization of melamine special committee recommended melamine plastic products enterprises to participate in the formulation of melamine plastic products standards;

2 Help member companies and PVC foaming board special committees to write and communicate with the Standards and Standards Department of the Ministry of Urban Construction, put forward opinions on the newly formulated “Plastic Templates” standards, organize experts to participate in the coordination meeting, and reflect industry opinions and suggestions to avoid confusion. Affect the rational and correct use of rigid PVC foamed building plastic formwork products, and finally promote the indicators to be reasonably modified;

3 Help member companies find the reported national standards that have been lost;

4 The Agricultural Membrane Special Committee carried out the formulation of the group standard “Energy consumption limit for unit products of agricultural film production enterprises”;

5 Organize the development of national standards for the "General technical requirements for disposable non-degradable plastic tableware";

6 Organizing the industry to put forward opinions on the national food safety standard “General Health Regulations for the Production of Food Containers and Packaging Materials” and GB9685 “Additives for Food Contact Materials and Products (Draft for Comment)”.

7. Cooperate with the National Customs and Light Industry Federation to organize and develop the standard of processing trade consumption standards:

Completed the four standard consumption standards for nylon cable ties, propylene polymer rigid tubes, plastic woven container bags, high resilience type, and slow rebound type polyurethane flexible foam, which were approved by the China Light and Light Organization and the Customs and approved for approval. ;

Started enterprise research, drafted plastic decorative frame strips, polycarbonate film and sheet, polyethylene geomembrane three items of single consumption standard, multi-layer coextrusion composite film unit consumption research 1; newly approved to develop a single consumption standard 1 item (plastic tableware (blister));

Cooperate with Customs to complete the organization and participate in the review of "PVC rubber strap", "PVC plastic tablecloth" and other four processing trade unit consumption standards.

(4) Strive to build an information platform to provide information services for the sustainable development of the industry.

In 2014, the statistics and analysis of industry data were carried out, and the editing, publishing, and distribution of China Plastics Association Communications, the internal journal management of branches, and information reporting were carried out.

In 2014, the Central Office, the State Office and relevant government departments submitted the operation status, existing problems, hot spots, difficulties, and industry and enterprise demands of the plastics processing industry. Six pieces of information were submitted throughout the year, which are “prominent problems facing the development of the current agricultural film industry”, “plastic management enterprises actively respond to the crisis of public trust”, “the import and export of plastic products grew steadily in the first quarter of 2014”, “2014 "Economic operation of plastic processing industry for half a year", "China's high-end agricultural film products accounted for 50%", "the development and application of fully biodegradable plastic film requires policy support."

2. Compile the China Plastic Industry Yearbook.

3. China Plastics Association Information Network seizes industry hotspots and development trends and strives to report quickly, accurately and objectively. In 2014, 18 members of the integrated network were developed, and the number of existing integrated network members was 261. Links to dozens of well-known websites at home and abroad. In the absence of special promotion, the number of visitors reached more than 2,180,000, making it one of the most influential plastic websites in China.

In line with the “2014 China International Plastics New Materials, New Technologies, New Equipment, New Products” exhibition promotion, China Plastics Association Information Network set up a banner on the front page of the homepage, including a number of related articles, and carried out key publicity reports. Well-known media such as “China Central Television”, “CCTV”, “Yangtze Evening News” and “China News Agency Jiangsu Branch” have been reprinted.

4. Write "The History of China's Plastic Industry Development".

As an emerging industry, China's plastics industry was born in the 1920s and 1930s. It has experienced the cradle period, the growth period, and now it has entered a mature stage. Reviewing and summarizing the history of China's plastics industry, on the one hand, it can leave a mark of industry development, and another On the one hand, we can draw lessons from it, and grasp the future development direction by analyzing the rise and fall of gains and losses, in order to help strengthen the Chinese plastics industry. To this end, China Plastics Processing Industry Association decided to organize the development of "China's plastics industry development history."

(V) Strengthening the management of member classification and improving service level

1. Improve the management system of member organizations

In 2013, our association obtained the 4A level assessment of the Ministry of Civil Affairs, strengthened the internal management of membership development, organization and management, and gradually rationalized the various relationships among members. In particular, in view of the characteristics of the association's many branches, overlapping members, aging information, scattered members, and rapid changes, the member department focused on improving the membership organization system in 2014. Significant changes have been made through classification analysis and regulatory management. At present, there are 5,198 members in the association.

3. Do a good job in the cultivation and co-construction of featured regions and industrial clusters.

In 2014, in accordance with the relevant requirements of the China Light and Light Union standard and good construction, we continued to do a good job in the cultivation and co-construction of the characteristic regions and industrial clusters of the plastics industry. According to the application of the local government and the actual situation of the industry, the newly applied clusters will be initially evaluated in strict accordance with the management method, and the expired clusters will be re-evaluated, in conjunction with the China National Light Industry Association, respectively, in the Hangji Town of Yangzhou City, “China Hotel Commodity Capital•Hang "Set", Ronghuashan Industrial Group of Nanping City, Fujian Province "China Environmentally Friendly Synthetic Leather Industry Base · Nanping", Huimin County, Shandong Province, "China Plastics Rope Capital · Huimin", Zhangmutou Town, Dongguan City, "China Plastics Trade Town "Preliminary evaluation; re-evaluation of Wenzhou City's "China's plastic capital" and "China's plastic film production base"; and the "China Plastics Industry Entrepreneurship Base" jointly with the Muling Municipal People's Government of Heilongjiang Province.

4. Do a good job in evaluating the credit rating of Chinese plastics industry enterprises

According to the relevant requirements of the Ministry of Commerce and the State-owned Assets Supervision and Administration Commission, since September 2009, seven years have passed in the national plastics industry in accordance with the normative procedures and requirements, and seven batches of China's plastics industry credit rating evaluation work. A total of 211 companies' credit ratings were approved, and 119 corporate credit ratings were approved.

5. Do a good job in the daily coordination and management of branches

6. Complete the annual inspection work of the Ministry of Civil Affairs and the State-owned Assets Supervision and Administration Commission in 2013.

7. Do a good job in the selection of the top ten enterprises in China's light industrial plastics industry and the top 100 Chinese light industry enterprises in 2013. Ten enterprises including Guangdong Liansu Technology Industrial Co., Ltd. were selected as “Top Ten Enterprises in China's Light Industry Plastics Industry in 2013”; five plastic films, plastic profiles, plastic pipes, plastic artificial leather synthetic leather and daily plastics were respectively selected. The top ten companies in the industry. In addition, six companies including Xinjiang Tianye (Group) Co., Ltd. were selected as one of the top 100 Chinese light industry enterprises in 2013.

(VI) Internal management and financial work of the Secretariat in 2014

Seriously study the spirit of the Fourth Plenary Session of the 18th Central Committee of the Communist Party of China, implement and implement the relevant provisions of the eight ministries and commissions of the Ministry of Civil Affairs, the Ministry of Finance, and the State-owned Assets Supervision and Administration Commission, strengthen the internal management of the Association, and strictly abide by the financial system.

1. Successfully completed the 2013 final report of state-owned assets of central institutions; accepted the annual audit of Beijing Zhongze Yongcheng Certified Public Accountants.

2. Cooperated with Beijing Ruihua Certified Public Accountants Co., Ltd. to complete the special audit work of the SASAC on industry associations;

3. According to the relevant regulations of the State Administration of Taxation, our association has been recognized as a general VAT taxpayer since September; it provides a preferential tax policy for better work in the future;

4. The Party Branch of the Association, in accordance with the work arrangements of the Party Central Committee and the China National Light Industry Federation Party Committee on earnestly studying the spirit of the 18th National Congress of the Communist Party of China, has organized the party members of the Association to study the Central Documents many times since May, and each party member has also written his own study. It was realized that the leading cadres carefully listened to the suggestions and criticisms of the inside and outside the party and made a profound self-analysis. Through study, we ask party members and cadres to strictly follow the standards of party members and take the initiative to accept the supervision of the masses in their own posts.

5. Strengthen office work

(1) Improve the rules and regulations of the association, gradually improve the remaining problems of social security, and resolve the worries of employees;

(2) Some members of the organization association sympathize with the old comrades who were hospitalized;

(3) Do a good job in the logistics support of the association.

(7) Technical committees, annual conferences, forums, and international conferences

In 2014, the national economic development entered a new normal, and how the plastics processing industry innovated and developed under the new normal. The special committees of the association have organized various types of technical exchange meetings and international advanced manufacturing technology forums for the development of the industry, mainly to carry out the following activities:

1. Convene and participate in the International Technology Forum. Go out, please come in and use the advanced plastic processing technology from abroad for the production of plastics industry in China. It is an important technical support for independent innovation and upgrading of enterprises.

More than 40 members of the Pipeline Special Committee organized to go to the United States in late September 2014 to participate in the International Plastic Pipeline Association (PPCA) and the American Plastic Pipeline Association (PPI), the European PVC Pipeline Association (PVC4 PIPE), the European PE100+ Association (PE100+), Europe. The 17th International Plastic Pipeline Exchange (PPXVII) hosted by the Plastic Pipe Fittings Association (TEPPFA) and visited the American Gas Technology Institute (GTI) and the JM Eagle Group's Pennsylvania plant. This meeting has enhanced the international influence of China's plastic pipe industry and further deepened its integration with international industry associations.

The Composite Film Committee organized a membership of more than 20 companies from May 7th to 16th, 2014 to visit Düsseldorf International Packaging Machinery and Packaging Exhibition in Düsseldorf, Germany. During the exhibition, more than 10 flexible packaging companies, printing machines, laminating machines, slitting machines and other flexible packaging machinery manufacturing and ink manufacturers in Europe were inspected. Have a relatively comprehensive understanding of the development status and future trends of the European flexible packaging industry, and have a deeper understanding of the VOCS recycling technology in the European flexible packaging industry. After returning to China, several meetings were held to study and solve the VOCS emission recovery plan for China's plastic flexible packaging enterprises.

On October 28-November 1st, 2014, the Board Committee organized 20 members to participate in the Japan International Rubber and Plastics Exhibition. Transparent PP projects, PMMA projects, PET projects, in the extrusion stretch molding, physical properties, uses, etc. have a clear breakthrough direction. During the exhibition, two famous Japanese companies were also visited: Zhong Yuan Chemical and Hitachi Shipbuilding.

Zhang Chengming, deputy secretary general of the Polyurethane Special Committee, went to the United States to participate in the US polyurethane exhibition in June.

Hou Shuting, director of the EPS Special Committee, went to Japan to attend the EPS Asia Alliance Conference in November. During the meeting, he visited foreign recycling companies and conducted technical exchanges. For the introduction of foreign advanced technology, it is used to guide domestic production enterprises to provide a platform for communication.

The Technical Cooperation Committee organized a member to visit Adico, Mitsui Chemical Chiba Plant, Hamamatsu Plant and Nagoya Plant from October 29th to November 7th. Visit the Japan International Plastics Exhibition.

The wiring equipment committee organized members to go to Hong Kong and Thailand in October to inspect the application fields and sales of plastic wiring equipment products.

The Rotomolding Special Committee held the 2014 Rotational Plastic Industry Annual Meeting and the "30 Years of China Rotational Plastics" event in Yantai, Shandong Province on May 29. The theme of the conference was “Thirty Years of China Rotational Rolling • China in the Next Decade” and invited many experts and scholars from home and abroad to give speeches.

The Plastic Degradation Special Committee held its 2014 annual meeting and the sixth bio-based and biodegradable materials technology and international seminar in Tunxi, Anhui Province on November 1. Nearly 200 representatives from companies and research institutes in the degradable plastics industry, universities and universities, and representatives from South Korea, Japan, Germany and Taiwan attended the meeting.

The Recycling Plastics Committee organized a “Sino-European Recycling Plastic Industry Cooperation and Development Summit” at the Beijing Jinglun Hotel on November 10th.

2. Hold academic exchange meetings and annual meetings

(1) The Expert Committee held the 2014 Annual Meeting of Plastics New Materials, New Technologies, New Achievements and China Plastics Association Expert Committee in Hangzhou on October 22.

(2) The Plastic Pipeline Special Committee held its 2014 annual meeting in Kunming, Yunnan on April 1. The theme of the annual meeting was “Strengthening the Self-discipline of the Industry and Providing Reassuring Products”. At the meeting, 29 experts made reports and more than 540 people attended the meeting.

(3) Agricultural Film Special Committee: On June 16th, the 2014 annual meeting was held in Huaiyang County, Henan Province.

(4) Technical Cooperation Committee: On June 27, held in Quanzhou, Fujian Province, the 9th China Plastics Industry High-tech and Industrialization Seminar/China's 4th Plastics and Environmental Industry Technology Matchmaking Conference and 2014 China Plastics Association Plastics Technology Cooperation Committee More than 200 representatives attended the conference and technical exchange meeting.

(5) Polyurethane Special Committee: In August, a polyurethane hard foam development and market exchange meeting was held in Hangzhou. In May, Xi'an and the Ministry of Housing and Urban-Rural Science and Technology Development Promotion Center jointly held a green building materials and energy-saving structure integration technology and marketing promotion meeting.

(6) BOPP Film Special Committee: On February 28th, the “2014 Lithium Battery Diaphragm Industry Chain Market and Technology Development Seminar” was held in Beijing on April 21st with BOPET Special Committee, Cast Film Special Committee, Degradation Special Committee, The Aluminized Film Special Committee organized a total of 400 participants in the “2014 Functional Thin Film Industry Market and New Technology Development Seminar” in Shanghai.

On December 14th, the “2014 BOPP, BOPA, BOPE Film Industry Chain Market and Technology Development Seminar” was held in Guangzhou, and the number of participants reached 350.

(7) Cast Film Special Committee: The glass interlayer film industry information exchange meeting was held in Shanghai on April 12, and the “2014 TPV Particles, TPV Film Market and Technology Development Forum was held in Dongguan on June 11th. On December 14th Shantou held the 2014 Cast Film Market and Technology Development Seminar, with a total of 350 participants.

(8) Aluminized film special committee: On September 25th, held in Qingzhou, Shandong Province, the “Aluminum Plating Industry Market and Technology Development Forum and the 2nd General Assembly of Aluminized Film Special Committee. 240 participants.

(9) Plastic editing committee: On August 21st, the “2014 National Plastics Industry Chain Technical Exchange and Market Matchmaking Meeting and Heilongjiang Muling Plastics Economic and Trade Fair was held in Mudanjiang. More than 370 representatives from all plastic knitting enterprises attended the meeting.

(10) Hollow Special Committee: On December 16th, Guangzhou held the “2014 Plastic Hollow Products Industry Market and Technology Exchange Conference”.

(11) Home Special Committee: The first China Plastics Household Products Summit Forum was held in Jieyang, Guangdong on August 8. On September 25th, the second China Plastics Household Products Enterprise Modern Management Summit Forum was held in Taizhou.

(12) Artificial leather synthetic leather special committee: On August 29th, the China Synthetic Leather Summit and Traders Conference was held in Wenzhou. More than 200 production companies and traders attended the conference.

(13) BOPET Special Committee: On September 12th, the “First China Polyester Film Industry Technology and Market Seminar” was held in Chengdu. The theme of the summit was “Innovation • Crossing • Development”.

(14) Special Committee for Modified Plastics: “2014 Modified Plastics Innovation and Hotspot Technology Seminar was held on June 22nd. (3) The Composite Film Committee will hold a meeting to study the VOCS pollution control of the composite film flexible packaging industry in order to implement the State Council's Action Plan for Air Pollution Prevention and Control, and to address the requirements for the treatment of organic waste gas (VOCS) in the packaging and printing industry. At present, domestic VOCS governance technology can be used to share European VOCS governance technology, which provides a direction, ideas and roadmap for how to conduct VOCS governance. The current governance program has been approved by the relevant state departments.
