The "Administrative Measures" clearly stipulates: Producers are the recalling subjects of defective consumer goods. For consumer products that are recalled, producers should promptly adopt measures such as corrections, supplementary marks, repairs, replacements, and returns to eliminate defects or reduce or eliminate security risks, and bear the costs of eliminating defects. In addition, the “Administrative Measures” also includes operators, parts and components suppliers, etc., in the “responsibility chain”: sellers, renters, repairers, parts suppliers, commissioned manufacturing companies, and other relevant operators are informed of the possibility of consumer goods. If there are defects, they should immediately notify the producer and report to the provincial quality inspection department at the same time. The operator, knowing that the consumer product is defective, should immediately stop the sale, lease, use the defective consumer product, and assist the producer in implementing the recall.

The directory management system stipulated in the “Administrative Measures” has changed China’s existing legislative model for different products to formulate management regulations, including general consumer products such as children’s products and electronic and electrical products into the scope of recall management, and implementing a unified management system.
