Sanmenxia Municipality Issued an Emergency Notice: Further Strengthen Coal Mine Safety Production Supervision

In order to further strengthen the supervision of coal mine safety production and resolutely curb the occurrence of coal mine accidents, according to the spirit of Henan Province's “Some Regulations on Strengthening the Safe Production of Coal Mines,” Sanmenxia City issued an emergency notice and set forth clear requirements for this work.

Notification requirements: 1. Further improve the work system and supervision system. Coal-producing counties (cities) shall, in light of the actual situation in the local area and the progress of mergers and reorganizations of coal mines, strictly implement the leadership system for mines and cadres in the mines, revise and improve the system and standards for safety of mines and coalmines, and clarify the leadership of the coal mines. Responsibilities of the coal mine owners, mergers and reorganization of coal mines, and establishment of an all-encompassing coal mine supervision system with well-organized, clear-cut responsibilities, and strong supervision. For areas that are prone to indiscriminate mining of coal resources, it is necessary to implement the system of film leader and resident cadres.

Second, strengthen supervision and management. The coal mine safety package mines, mines and packets, and cadres in the film must adhere to relevant regulations, stick to their posts, and earnestly perform their duties. Where it is found that there are illegal coal mines in the township (town) jurisdiction and no measures have been taken, the responsibility of the principal responsible person of the county-level government and the township (town) government and relevant responsible persons shall be strictly investigated in accordance with relevant regulations. At the same time, according to the "party and government responsibility," the provisions of the party responsible for the same level of accountability and related personnel. In the jurisdiction where illegal illegal coal mine production practices lead to serious accidents, the main leaders of the coal-producing counties (cities) shall be given dismissal in accordance with relevant procedures, and dismissals shall be given to the leaders of Baotou County.

Fourth, other requirements. All coal-producing counties (cities) must timely adjust their mines, mines, packages, and personnel in accordance with changes in work and personnel. The adjusted list of personnel shall be submitted to the municipal coal mine merger and reorganization leading group office and the municipal safety production work leading group office within 5 working days.
