According to the monitoring and forecast of the Fujian Meteorological Bureau, Fujian has entered the flood season. The Fujian Provincial Flood Control Office disclosed that Fujian had less rainfall before the flood season, and it was expected that there would be more rainfall during the flood season, and there will be more typhoons in the flood or the tributaries in the upper reaches of the Lancang River.
According to statistics, as of March 26 this year, the average rainfall in Fujian was 134 mm, which was 56% less than the normal period and 63% less than the same period last year. The five cities of Fuzhou, Putian, Quanzhou, Xiamen and Zhangzhou are 60% to 80% less than normal, while Ningde, Nanping, Sanming and Longyan are about 50% less.
Due to the low rainfall since winter, there has been a meteorological drought in the coastal areas of central and southern Fujian. The Fujian Provincial Flood Control Office expects that the possibility of less rainfall in April is still relatively large. Therefore, it has been required to strengthen the scientific arrangement of reservoirs and ensure the needs of domestic production and water use.
After consultations with experts from flood control, meteorology, hydrology, water conservancy and other departments, the Fujian Provincial Flood Control Office revealed that the rainy season is expected to start from the end of late April to the beginning of May from the north to the south, and from the south to the north in late June. At the end of the rainy season, the rainfall was slightly less in May and slightly more in June; the relatively concentrated rainfall period appeared in late May and late June to mid-June; the total rainfall in summer was more coastal and the inland was slightly less.
At the same time, it is expected that the flood of the Minjiang River will be in a period of decline after the peak in 2011, but during the rainy season, some tributaries of the upper reaches of the Lancang River Basin may have large floods; the number of typhoons or tropical storms that landed or affected Fujian this year is more than 7 to 9 ( 7.5 per year), of which 1 or 2 typhoons seriously affect Fujian, and there may be early typhoons (may occur during the rainy season).
In response to the weather situation in the flood season this year, Fujian has deployed flood prevention and flood prevention as early as possible. At present, Fujian has completed the review and approval of the flood control dispatching plan for 3,380 reservoir dams, and announced the flood control and drought-resisting people and the three major river embankments, four sea dikes, 21 large reservoirs and 22 in the nine important cities in 2011. The list of responsible persons for flood control of key medium-sized reservoirs for flood control will fully implement the flood control responsibility system.
