Atmospheric environment law enforcement special action to check enterprises for heavy pollution weather

In response to the environmental management problems found in the inspection, the law enforcement teams have provided services to guide enterprises to make rectifications; they have investigated and dealt with environmental violations in accordance with the law and urged rectifications in place.

On February 21, the counties (cities, districts) Eco-environmental Branch and the Langfang Development Zone Environmental Protection Bureau carried out self-examination actions and dispatched 353 law enforcement personnel, inspected 185 enterprises and 4 construction sites, of which 24 problems were found (proposed for punishment 2 questions, 1 administrative detention question).

Langfang Development Zone: 5 inspection companies, 4 construction sites, 1 earthwork construction problem during the second response period, has been ordered to stop work, and the remaining 5 enterprises, 3 construction sites have all implemented emergency response.

29 enterprises were inspected and it was found that one of the pre-approval problems was not transferred to the ecological and environmental department for punishment. The other 28 companies have implemented emergency response to heavy pollution weather according to the requirements of “one factory, one policy”.

Two problems were found, and one problem with solid waste tarpaulin was not in place. It was transferred to the local ecological environment department for punishment. One problem with sand and gravel tarpaulin was not in place and was transferred to the local government for treatment.

Anci District: 19 enterprises were inspected and 1 problem was found.

Guangyang District: 3 problems were found, 1 fire point problem was found, it has been extinguished and criticized and educated the personnel involved, 22 enterprises and 2 construction sites were inspected, 1 illegal construction problem was found, and bare soil was covered There was one damage problem. The construction site has been reformed. The other 22 enterprises have implemented emergency pollution reduction measures for heavy pollution according to the "one factory, one policy" requirement. No violations have been found.

On the 23rd, Beijing requested that all districts and departments of the city not reduce standards and efforts, and continue to follow the requirements of the Beijing Emergency Plan for Heavy Air Pollution (Revised in 2018) to strengthen dispatch inspection and supervision and law enforcement to ensure various emergency emission reduction Measures are put in place. Among them, Beijing has carried out a special inspection on the construction site dust control situation of construction projects throughout the city, focusing on whether the construction site is installed with video surveillance and whether the monitoring is connected to the municipal system as required.
